At first I thought this was an interesting texture, speaking to all the rain we get around here. Now I think this poor tree is sick. That looks like fungus to me.

For a minute or two I thought I was looking at an aerial photo of a forest.
I’m not sure that’s a disease ..
It looks like “Xanthoria parietina”, also called stone lichen, no fungus.
If it is lichen it is harmless.
I think you’re right.
I hope it is just from moisture and not from being sick.
